Retrofit & point-of-sale
Do I need a 9A report to sell in LA City?+
Yes, for residential property in the City of Los Angeles. The "9A" is the LADBS Report of Residential Property Records (RPR). The seller orders it from LADBS and gives it to the buyer before the sale agreement or close of escrow (LAMC 96.300). The application asks whether required items, such as a seismic gas shut-off valve, have been or will be installed. Our retrofit inspection tells you and your escrow officer where the property stands.
What is the LADWP Certificate of Compliance?+
For sales in the City of Los Angeles, LADWP requires a certificate that the toilets, urinals and showerheads meet the City's water-conservation rules. We inspect, install any fixtures that are needed, and sign the certificate as the licensed C-36 plumbing contractor. It is filed with LADWP before close of escrow. Requirements can change, so confirm with LADWP and your escrow officer.
Does my city require a seismic gas shut-off valve?+
Some cities require one at sale: for example, the City of Los Angeles (LAMC 94.1216), Santa Monica (SMMC 8.32.070), West Hollywood (within 12 months after a sale) and Culver City (CCMC 15.02.130). Many other cities follow only the California state minimums. Tell us the address and we'll confirm what applies before we quote.
What does California require at sale, statewide?+
State minimums include water heater seismic strapping (H&SC 19211), smoke alarms (H&SC 13113.7), carbon monoxide alarms (H&SC 17926) and water-conserving plumbing fixtures (Civil Code 1101.1–1101.8). Your city may add its own rules on top.
How long does a retrofit take?+
It depends on the property, the city and what needs to be installed. Tell us your expected close date when you request the inspection, and we'll schedule around it and tell you up front if anything (such as a city permit) could affect the timeline.
Who pays for the retrofit, the buyer or the seller?+
That's agreed between buyer and seller in the purchase contract, so check with your agent or escrow officer. We'll quote the work in writing before anything is installed.
Can you fix items that fail the inspection?+
Yes. We're a licensed C-36 plumbing contractor, so failed plumbing items can be repaired by us instead of a second contractor. We explain what failed and quote the repair before starting.
Can you do the work during the inspection visit?+
Often, yes, when the needed parts are on the truck and no permit is required first. Items that need a permit or special parts are scheduled for a follow-up visit.
Do you send the Certificate of Compliance to escrow?+
Yes. We send the signed certificate and our inspection report to the escrow officer you name on the request.
Does someone need to be home for the inspection?+
Not always. We can use Supra / eKEY lockbox access when the listing agent arranges it. If a tenant lives there, the owner or agent should give them notice.
What happens if the sewer or plumbing fails inspection?+
We show you what we found and explain the options. As a licensed plumber we can quote and do the repair, so you don't need to find a second contractor.
Plumbing services
What plumbing work do you do?+
Service and repair, leak and gas leak detection, water heaters (tank and tankless), repiping of water, drain and gas lines, drain cleaning and hydro-jetting, and plumbing for remodels, additions and ADUs.
Do you work on ADUs as well as the main house?+
Yes. We do rough-in and finish plumbing for ADUs and additions, including fixture relocation and utility lines, and we can work with your general contractor.
Should I repair or replace my water heater?+
It depends on the heater's age, condition and what failed. We'll inspect it and explain both options and their costs before you decide.
How do I know if I need a repipe?+
Common signs are repeated leaks, low pressure, discolored water or old, corroded pipes. We can inspect your lines and tell you whether repairs or a repipe makes more sense.
Will you explain options before starting work?+
Yes. We explain your options and give you a written quote before any work begins.
Sewer camera inspections
Do you offer sewer camera inspections?+
Yes. We use a camera to diagnose drain and sewer problems, and home buyers can book a paid sewer inspection with a written report.
I'm buying a home. Can I get a sewer inspection?+
Yes. Buyers can order a paid sewer camera inspection that includes a written report you can share with your agent.
What does a sewer camera inspection show?+
A camera is run through the sewer line to look for problems such as roots, cracks, offsets, sags and blockages. We explain what we see and, if repairs are needed, the options.
Commercial projects
Do you bid commercial projects for general contractors?+
Yes. Send plans, scope and schedule to sales@arproretrofitter.com or use our request form. We bid tenant improvements, hotels and occupied buildings, storm and roof drains, and remodel and ADU plumbing. See Commercial.
Do you install fire sprinklers?+
No. Fire sprinkler work requires a C-16 Fire Protection license, so it is excluded from our bids.
Service area & licensing
What areas do you serve?+
Greater Los Angeles, including Santa Clarita. If you're not sure we cover your address, call or send us a request.
Are you licensed and insured?+
Yes. AR Pro Retrofitter is a licensed C-36 Plumbing Contractor, CSLB #940874, licensed since 2009, and insured. You can verify it on cslb.ca.gov.
Do you speak Spanish?+
Sí. Se habla español.
Payments & deposits
How do payments and deposits work?+
We accept Zelle (preferred; pay to AR PRO RETROFITTER, INC. and put your invoice number in the memo), checks, including escrow checks (retrofit jobs are usually paid through escrow), major credit cards, and cash. Payment terms, including any deposit, are written on your quote or contract before work starts. For home-improvement work, California limits the down payment to 10% of the contract price or $1,000, whichever is less.
How long does it take to get an estimate?+
Most estimates are ready 1–2 business days after our visit. Larger projects take 3–5 business days after we receive plans or complete the walkthrough.
“We show up on time, explain your options honestly before any work begins, do the job right the first time, and leave your home or business clean. If something we installed or repaired isn’t right, call us and we’ll make it right. Warranty terms are written on every quote and contract.”
